WASHINGTON CENTRAL PARKS is a community-based organization working to re-open and revitalize the historic parks and open space network of North-Central Washington DC. We envision a system of three parks – Fort Totten Park, Emancipation National Park, and McMillan Park – threaded together with pedestrian and bicycle trails to connect neighborhoods across Wards 1, 4 and 5 to each other and to the larger, regional parks and trails network. Currently, only Fort Totten Park is open to the public. We propose establishing Emancipation National Park at the Old Soldiers' Home and re-opening McMillan Park in conjunction with the large development projects planned for each of these sites. | Fort Totten Park lies at the top of the system; it's the green kidney bean. Trails could run south from Fort Totten, between National Cemetery and Rock Creek Church Cemetery, to the Old Soldiers' Home. The Home is shaped basically like a triangle, and the proposed Emancipation Park would run along its western perimeter, adjacent to the Petworth and Park View neighborhoods. From there, trails would continue south, through large traffic triangles and the Hospital Center, connecting to the McMillan Reservoir and Park. At Fort Totten, this emerald necklace would connect the North-Central area of the City to the region's network of parks and trails, including the Fort Circle Park system and the Metropolitan Branch Trail.
